How Bitcoin Casinos Work
A Bitcoin casino (bitcoin-kasino in Finnish) is an online casino that lets you deposit, play and withdraw using cryptocurrency instead of, or alongside, euros.
Deposits. You send coins from your wallet to an address generated for your account. Once the blockchain confirms the transaction, the casino credits your balance. The balance is shown either in the coin itself or converted into a display currency such as euros or US dollars.
Games. The game libraries look much like those at any other online casino: slots, live dealer tables, blackjack and roulette. Many crypto casinos also run their own "originals" such as crash, dice and plinko. These are usually built on a provably fair system.
Provably fair. Each result is generated from three inputs:

- Banks and payment service providers must block payments to blacklisted operators.
- The blacklist can also bar virtual currency service providers in Finland from dealing with listed operators.
- The blocks apply to money going from players to those operators, not to winnings paid back.
The new Gambling Act: key dates
The new Gambling Act ends Veikkaus's online monopoly. It replaces it with a licensing system for online casino games, online slots, betting and online money bingo. Veikkaus keeps its exclusive rights to lotteries, scratch cards, and physical slot machines and casino games.

The reason behind the reform is simple. A decade ago, around 90% of Finnish online gambling took place within the domestic regulated system. Today it's roughly half, with the rest going to offshore sites.
What the reform means for crypto players
- No crypto at licensed sites. The Act prohibits licensed operators from accepting cryptocurrency deposits or withdrawals. Finnish-licensed casinos will be euro-only.
- Crypto casinos stay offshore. Sites that accept Bitcoin will keep operating without a Finnish licence. They will remain outside Finnish supervision and player-protection rules.

Are Crypto Casino Winnings Taxed in Finland?
This is the question most guides skip, and the one that can cost you the most. Two separate tax issues apply: tax on your gambling winnings and tax on the crypto itself.
EU/EEA casinos vs non-EEA casinos
Winnings from gambling organised within the EU/EEA are currently tax-free for Finnish residents.
Winnings from operators based outside the EEA are a different story. The Finnish Tax Administration (Vero) treats them as taxable earned income. This includes casinos licensed in Curaçao, where many crypto casinos hold their licence. Earned income is taxed at your personal progressive rate, and gambling losses can't be deducted.
The August 2026 Supreme Administrative Court ruling
Vero had been treating every single spin on a non-EEA slot as a separate taxable event. In August 2026, Finland's Supreme Administrative Court ruled 3–2 that taxable income must instead be calculated per gaming session.
That's an improvement, but there's a catch. Losses from one session can't be offset against profits from another, so you can still lose money overall and owe tax. Vero needs to update its guidance to reflect the ruling, so check its latest instructions before filing.
What changes on 1 July 2027
Once the licensed market opens, the EU/EEA exemption narrows. Winnings from operators that offer games to Finnish players without a Finnish licence become taxable, even if the operator is based in another EU/EEA country. Licensed operators can't accept crypto, so winnings from crypto casinos will in practice be taxable.
The crypto layer: capital gains tax
Separately, Vero treats cryptocurrency as property, so capital gains rules apply whenever you dispose of it. Disposals include:
- selling crypto for euros
- swapping one coin for another, including converting Bitcoin into a stablecoin
- using crypto to pay for goods or services
The main rules:
- Rates. Gains are taxed as capital income: 30% on capital income up to €30,000 a year and 34% on the part above that.
- Losses. Losses on disposals are generally deductible.
- Small-disposal exemption. If the combined sale price of your disposals during the year is €1,000 or less, your gains are tax-free.
Where gambling fits isn't fully settled. Vero's guidance on virtual currencies doesn't address gambling winnings directly, but it says the special features of crypto still need to be taken into account. In practice, betting with coins that have risen in value since you bought them may count as a disposal. The same applies to converting them.
Reporting is tightening too. Since 1 January 2026, crypto service providers have had to collect customer transaction data under the EU's DAC8 rules. The first reports are due by the end of January 2027. It's safest to assume Vero can see your exchange activity.
