Fortune Tiger, the PG Soft slot that Brazilians call "Jogo do Tigrinho" and that influencers turned into a viral hit on TikTok and YouTube, can no longer be played for real money in Brazil. President Luiz Inácio Lula da Silva signed Provisional Measure 1,394 on 25 September 2026, banning fixed-odds betting nationwide, with online casino games covered alongside sports bets. Since 6 October, internet providers and app stores have been required to block the platforms.

The story isn't over. Brazil's Supreme Federal Court (STF) holds a public hearing on the measure on Tuesday, 3 November, and Congress still has to approve the ban for it to stay in effect. Here is what changed, what comes next, and why the word "demo" has become so loaded in the Tigrinho story.

Key points

  • What: Running, offering, brokering or advertising fixed-odds bets is now banned across Brazil, whether online or in person, and the Tigrinho falls under the same rule as sports betting.
  • When: New deposits were banned from 25 September; licensed sites were blocked from 6 October.
  • Next: An STF hearing on 3 November, and Congress must approve the measure before its deadline or it loses effect.
  • Free play: A demo runs on virtual credits, with no download, deposit or sign-up. You can try the Fortune Tiger demo on SLOTyi.

What exactly did Brazil ban?

MP 1,394 appeared in an extra edition of Brazil's Official Gazette on 25 September and took effect on publication, prohibiting fixed-odds betting in Brazil, including by operators based abroad. Legal analysts note that the text defines an "online game" as a bet whose result depends on a random number generator, which puts the Tigrinho in the same category as sports betting. Banks and payment institutions are also barred from processing these transactions, under rules the Central Bank is to issue.

The timeline so far:

  • 25 September: Deposits stopped the day the measure was published, and existing advertising and sponsorship had ten days to come down.
  • 5 October: The last day, until 23:59, for players to request withdrawals.
  • 6 October: Internet providers, app stores and Brazil's internet steering committee (CGI.br) had to block access to the platforms.
  • 9–14 October: Banks returned unclaimed balances automatically, with Caixa taking over outstanding cases from 14 October.
  • 26 October: Licences expired under the measure's 30-day deadline.

Breaking the rules can lead to warnings, suspension of activities and fines of up to R$2 billion. Because Brazil's constitution doesn't allow a provisional measure to create crimes, the government sent a separate bill to Congress. It proposes prison terms of two to six years for five new betting-related offences, including promoting fixed-odds betting.

The government says the aim is to curb household debt and the damage betting does to mental health. Lula described the decision as "hard, drastic and necessary", and polling reported by the BBC suggested roughly three in four Brazilians supported banning commercial betting platforms.

What happens next: the Supreme Court and Congress

The National Association of Games and Lotteries (ANJL) has challenged the measure at the STF in a constitutional action, ADI 8,027. ANJL is the association PG Soft joined in 2024 as part of its strategy for Brazil's regulated market. Justice Luiz Fux has set the public hearing for 3 November at 10:00, bringing in the government, the betting sector, ten football clubs and the Brazilian Football Confederation (CBF). Fux has kept the ban in force in the meantime.

In Congress, the clock is running. The measure's initial validity runs to 23 November and can be extended by another 60 days. From 9 November it enters urgency mode, which blocks other votes in whichever house is reviewing it. As of 30 October, the joint committee that examines it had not yet been set up, and if it isn't approved within the constitutional deadline, it loses effect.

The industry argues the ban will push players offshore. The Brazilian Institute for Responsible Gaming (IBJR), which represents operators, estimates that if 70% of formerly regulated activity moved to clandestine sites, the illegal market's annual gross gaming revenue would grow from R$27.9 billion to R$56 billion. Its monitoring flagged 60,477 web addresses suspected of offering illegal betting, though IBJR stresses that a listing doesn't prove a site is new or illegal. LCA Consultores has estimated that 38% to 44% of online betting in Brazil takes place on illegal platforms. IBJR's main worry is that players on those sites lose protections such as identity checks, transaction monitoring and safeguards against underage play.

Why "demo" became a dirty word in Brazil

If you followed the Tigrinho craze, you have probably seen influencers landing win after win. Police tell a different story. On 21 October, the second phase of Operation Mantus targeted two men suspected of recruiting influencers to promote the game. Investigators say the scheme relied on "demo" accounts that the platforms themselves had programmed to always show wins. The operation's first phase, in April 2026, led to eight arrests, seven of them influencers from Roraima.

The pattern goes back years. Police in Alagoas, Minas Gerais and Ceará have described influencers using demo or "test" accounts to fake easy profits for their followers, while ordinary users were sent to a normal version of the platform, where losses were common.

That is not the same thing as a public free-play demo. A demo like SLOTyi's is clearly labelled, runs on virtual credits and is offered for entertainment only. There is no cash balance and nothing to withdraw; its job is to show how a game works.

How to spot a fake "win" clip

  • It comes with a referral link, a bonus code or a platform you have never heard of.
  • It sells a pattern, a "paying hour" or a can't-lose strategy. Every spin is decided by a random number generator, and the time of day makes no difference.
  • The balance looks like real money, but you never see a withdrawal.
  • The site isn't licensed where you live.

Cloned Fortune Tiger games, and how to check a PG Soft title

Fake copies are the other half of the problem. PG Soft warns that counterfeit versions of its games can carry malware or unauthorised code that steals personal data, and that money put into them has no protection. The studio says its genuine games are certified by the testing labs BMM and GA.

Since September 2024, PG Soft has offered a verification tool that lets players confirm a game is the genuine, certified version by checking a round's transaction ID. Open a round from the game history, run the verification and make sure the page you land on is on PG Soft's own domain. An incomplete check alone doesn't prove a game is fake, but it is a reason to look hard at the casino behind it. BNLData reported that the push for the tool came amid cloned versions of the game offered by illegal websites operating in Brazil.

How Fortune Tiger plays

The rules fit in a paragraph. You need three matching symbols on one of five lines (the three rows plus the two diagonals), and the Wild Tiger stands in for every regular symbol while also being the top payer.

The Fortune Tiger feature can trigger at random on any spin. It picks one symbol, and from then on the reels can show only that symbol, Wilds or blanks; matches lock in place and the empty spots respin for as long as new ones keep landing. If all nine positions form part of a win, in the feature or the base game, the total is multiplied by ten, and a full screen of Wilds is what produces the 2,500x maximum.

Reading about it only goes so far. In the free Fortune Tiger demo, you can watch how often the feature shows up, and how rarely it fills the grid, without spending a cent.

Where the free demo fits now

The demo is the game running in your browser on virtual credits, with no download, deposit or registration. That makes it useful for a few specific things:

  • learning the five paylines and the paytable;
  • seeing how the respin feature behaves, and how rarely it pays big;
  • checking for yourself that the "patterns" and "paying hours" sold online don't exist.

What it can't do is predict your next spin, tell you which RTP setting a casino uses, or turn virtual wins into real ones.

In Brazil: Real-money Fortune Tiger is off-limits while MP 1,394 is in force, and unlicensed sites leave players without the protections regulated operators had to provide.

Elsewhere: Whether you can play for real money depends on local law and the operator's licence. If you do, check the RTP in the game's rules and set a loss limit and a session length before you start.
